Judith N. Kolman joined the firm in July, 1992. Ms. Kolman has specialized in all aspects of local government law, including municipal, park district and school law, since 1986. In addition to handling general corporate matters for the firm's clients, as one of the attorney's for the City of Country Club Hills, Ms. Kolman handles the legal matters arising out of the City's ownership and operation of the Country Club Hills Theater and is Administrative Hearing Officer for the City's administrative adjudication hearings.

Ms. Kolman also has considerable experience in redevelopment and annexation agreements, zoning and land use matters, election law, real estate, contracts, including preparation and review of service and construction contracts and software contracts, personnel and labor (specializing in FLSA and FMLA law), civil rights matters (specializing in ADA, ADEA and the Rehabilitation Act), home rule matters, and related litigation.

Since coming to the firm, Ms. Kolman has been the principal attorney responsible for bringing the firm's municipal clients into compliance with the ADA, FMLA, COBRA, CDL regulations, HIPPAA, and the Uniformed Services Employment and Reemployment Rights Act (“USERRA”). She has also represented the firm's clients in matters before administrative and regulatory bodies, including the Illinois Labor Relations Board and the Illinois Department of Employment.

Ms. Kolman has prepared briefs and argued cases on appeal before the Illinois Appellate Court and has prepared briefs for the Illinois Supreme Court and the United States Court of Appeals for the Seventh Circuit.

In addition to representing units of local government, Ms. Kolman has represented real estate developers and private clients in zoning, land use and real estate matters, and civil rights matters, including related litigation. She served as Chairperson of the Illinois Municipal League Home Rule Attorneys subcommittee which drafted the Local Government Taxpayers' Bill of Rights Act Model Ordinance.

Ms. Kolman has also served as a Public Member and Chairperson on various Local Electoral Boards by appointment by the Chief Judge of Cook County and since 1993 has been appointed as Special Cook County Attorney by the Cook County Clerk to serve as an attorney for the Cook County Board of Elections for primary, general and special elections.
